Nov 24, 2023

WEST CHESTER — Police arrested the manager of the Zen Spa at 107 N. Church St. in the heart of the downtown business district for prostitution while operating a massage parlor.

The defendant was listed by West Chester Police in a release as Meichen Wei Silverstein, a 40-year-old Asian female from Flushing, New York.

The Zen Spa manager was arrested and charged with promoting prostitution and soliciting prostitution.

In November 2022, police received information that the massage parlor might be involved in illegal activity including prostitution, according to police.

"The West Chester Police Criminal Investigations Unit initiated an investigation and determined that there was probable cause to believe that acts of prostitution were being solicited by employees of the Zen Spa," according to a press release from the West Chester Police Department.

West Chester Police served a search warrant on Jan. 11 at the Zen Spa, according to the release.

Chief James Morehead talked about the teamwork involved in the investigation.

"The West Chester Police Department is committed to proactively addressing criminal and quality of life issues within our community," Morehead said. "This case is an example of how our department works with the community to keep West Chester safe."

The West Chester Police were assisted by other agencies, including the Chester County District Attorney's office, The Federal Bureau of Investigation, and the West Chester Borough Department of Codes Enforcement.

A preliminary hearing is pending at District Court 15-1-01.
